What is PAYT?

“PAYT” stands for Pay-As-You-Throw. The Pay-As-You-Throw system is one in which residents pay a basic fee to cover the fixed costs of trash management and also a user fee for the amount used—much like the way we use and pay for electricity, water, or gas. Plymouth’s PAYT program is based on a pay-per-bag basis.

How does this Program work?

You buy orange, Town-approved bags at stores where you usually shop. You put your trash in these bags and bring them to the Transfer Station for disposal.

Why is PAYT good for Plymouth?

It is more equitable. Previously, every household, regardless of size, paid the same fee. Under PAYT, people who generate less trash pay less by using fewer bags. It reminds people to recycle more, lowering the amount of trash thrown away and reducing the Town's trash disposal costs.

What about large families?

If large families buy more than smaller families, they will have more to throw away and will have to buy more trash bags. The PAYT program will give them a chance and a new incentive to lower their costs by recycling everything they can. The former flat fee system didn't offer any choice or incentive to recycle. In PAYT towns, residents have reduced their trash tonnage by 25%-40% by recycling more, composting more, donating more and buying more wisely.

Will I still need to pay an Annual Trash Fee?
